Thomas A. Croswell, CLU
President and CEO
Tom Croswell became president and CEO of Tufts Health Plan in January of 2016. As CEO of one of the region’s largest health plans that provides health insurance coverage across the life span regardless of age or circumstance, Tom defines the company’s strategic plan, ensuring Tufts Health Plan maintains its strong culture of quality, innovation and customer service. Tom joined Tufts Health Plan in 2007 as chief operating officer and was named president in 2013.
Tom previously served as senior vice president of medical management and specialty businesses at CIGNA HealthCare. While at CIGNA, he also served as president of its dental, pharmacy and workers' compensation businesses, and led development of its consumer-directed health care products. Prior to his career at CIGNA, Tom served in senior leadership roles at Prudential Insurance Company, including president of its western region and senior vice president of its individual insurance organization.
He is the current chair of the Massachusetts Association of Health Plans, which represents 17 health plans covering more than 2.6 million Massachusetts residents. MAHP is dedicated to improving the health of the Commonwealth by promoting affordable, safe and coordinated health care. He is a member of the New England Council, Massachusetts Business Roundtable, RI Quality Institute and America’s Health Insurance Plans. He currently serves as a board member emeritus for the Alzheimer’s Association MA/NH chapter, for which he also served as board chair. He is also a member of CEO Action for Diversity & Inclusion, a commitment to advance diversity and inclusion in the workplace. He is a past member of the board of directors of the National Committee on Quality Assurance and the Greater Boston Chamber of Commerce.
Tom completed the Wharton Advanced Management Program at the University of Pennsylvania and earned a B.A. from Syracuse University. He is a chartered life underwriter.
Senior Vice President and Chief Strategy Officer
Derek is responsible for the development of enterprise-wide and business line strategies. He leads Tufts Health Plan’s new business and corporate development initiatives and works with the senior leadership team to evaluate options and set the company’s strategic priorities. He also oversees the company’s market and competitive intelligence efforts and is responsible for primary market research.
Derek is also the Managing Director for Tufts Health Ventures. In this role, he leads the company's business expansion and diversification efforts, identifying and evaluating partnership, investment, and acquisition opportunities. In addition, Derek leads negotiations with senior leaders of potential partners and investment or acquisition prospects.
Prior to joining Tufts Health Plan in 2004 as director of product strategy, Derek was a principal with Mercer Management Consulting, now Oliver Wyman, in Washington, D.C. and Boston, where he consulted to Fortune 500 companies in the energy, telecommunications and nonprofit industries on strategic and operational issues.
Derek is the executive sponsor of Tufts Health Plan’s Veterans and Military business resource group, that strives to build a diverse community for all current and former military service members and military allies while establishing an inclusive environment to help employees build a career, share experiences and become thought leaders. Derek also serves on several boards, including Tufts Health Freedom Plan (health plan in New Hampshire), CarePartners of Connecticut (health plan in Connecticut), ConsejoSano (provider of health navigation services to Spanish speakers), and The SEED Foundation (operator of public college-preparatory boarding schools for underserved children in Washington, DC, Baltimore and Miami).
Derek earned a B.A. in economics and mathematics from Yale University.
President, Commercial Business
Marc is responsible for the financial performance and growth of Tufts Health Plan’s commercial products division, including strategy, sales, client services, marketing and product, business performance management and the division’s clinical strategy. He previously served as Tufts Health Plan’s SVP and chief sales and marketing officer. Tufts Health Plan is consistently ranked among the top quality commercial plans in the country by the National Committee for Quality Assurance (NCQA).
Prior to joining Tufts Health Plan in 2015, Marc was the national head of small group and individual business segments at Aetna, Inc., where he drove strategy, pricing, distribution and product initiatives. Prior to joining Aetna, he also served as senior vice president of commercial markets for Capital Blue Cross in Harrisburg, PA. Marc was also a management consultant for Deloitte Consulting and previous to Deloitte, held a variety of executive positions for health plans and multi-line insurers.
Marc serves on the board of directors for Tufts Health Freedom Plan, is a member of the Dimock Center’s president’s council, and has been a mentor through the Conexión leadership development program. He is the executive sponsor of Tufts Health Plan’s multicultural business resource group, Mosaic, that works to leverage each employee’s multicultural background, and provide resources for career advancement, encourage professional development and foster cross-cultural understanding.
Marc received his B.A. from Hamilton College.
President of Senior Products
Patty joined Tufts Health Plan in 1993 to develop and launch the company's Medicare business. Under her leadership, Tufts Health Plan established itself as a market leader and became the number one Medicare Advantage plan in Massachusetts. Patty is responsible for all aspects of Tufts Health Plan’s senior business including strategy, product development, network management, care management, marketing and sales. Tufts Health Plan Medicare Preferred is consistently ranked among the top Medicare Advantage plans in the country by the Centers for Medicare and Medicaid Services. Tufts Medicare Preferred HMO and Senior Care Options earned 5 stars out of a possible 5 from CMS for 2016, 2017, 2018, 2019 and 2020.
Prior to joining Tufts Health Plan, Patty spent seven years with PacifiCare Health Systems in California. She was executive director for Secure Horizons USA and was regional director of health services; responsible for provider network performance, network contracting and development and utilization management. Patty began her career in managed care in sales and provider contracting.
Patty is the executive sponsor of Tufts Health Plan’s Parallel-Disability Advocates business resource group. The group promotes understanding and raises awareness of people with disabilities through acceptance, inclusion, representation and access to accommodations. She also serves on the board of directors of the Massachusetts/New Hampshire chapter of the Alzheimer’s Association.
Patty received an M.B.A. from the U.C.L.A. Anderson School of Management, an M.A. in health care management from the U.C.L.A. School of Public Health and a B.S. in public health from the University of Massachusetts at Amherst.
Senior Vice President and Chief Actuary
Tracey is responsible for managing actuarial and underwriting functions for the commercial, senior products, and public plans business segments. In addition, she is responsible for Tufts Health Plan’s risk adjustment functions across the enterprise.
Prior to joining Tufts Health Plan in 2006, Tracey worked at Excellus Blue Cross in Rochester, N.Y., where she was vice president of actuarial services responsible for pricing and product development. Prior to Excellus, she spent several years at Aetna, Inc. in a variety of actuarial roles.
Tracey, a fellow of the Society of Actuaries and a member of the American Academy of Actuaries, graduated summa cum laude with a B.S. in mathematics from Westminster College.
Senior Vice President and Chief Information Officer
As senior vice president and chief information officer, Selma is responsible for Tufts Health Plan’s technology strategy, leadership of technology implementations and the management of the infrastructure, data and services needed to meet the company’s short- and long-term objectives.
Selma joined Tufts Health Plan in February 2016 as vice president, Core System Implementation. She led the cross-functional business and technology team responsible for implementing HealthRules Payor for our Public Plans business, which enables the company to continue to deliver the innovative products and services that our members have come to expect. She also oversaw the coordination with contracted vendors and external business partners for this multiyear implementation project.
Prior to joining Tufts Health Plan, Selma spent nearly 13 years at Deloitte Consulting, beginning as a consultant and rising to senior manager of systems integration in the Life Sciences and Healthcare sector. While at Deloitte, she oversaw delivery of technology implementation programs for both public and private sector clients, developed client relationships, and managed day-to-day interactions and expectations with program sponsors. Selma also was responsible for quality management, technical content and professional aspects of service delivery. Earlier in her career, she worked as a software developer for MadMax Optics in Needham, Mass. and Wealth Compass in Boston.
Selma serves as a mentor through the Bosana Foundation, a U.S.-based nonprofit organization that supports Bosnian youths in moving from poverty to stability and higher education. Selma earned a B.S. in computer science from Northeastern University.
Senior Vice President and Chief Human Resources Officer
Lydia oversees the human resources, corporate communications and real estate functions for Tufts Health Plan. In this role, she helps to guide and steward the organization in human resource best practices including total rewards, talent acquisition and diversity, and organizational development; internal and external communications, including promoting and protecting the brand; and facilities management including enhancement of the employee experience and corporate sustainability practices. Lydia has been with the organization since 2004.
Lydia is the board chair of Operation A.B.L.E. and is co-chair of the board of directors for the Boston Y Achievers program.
Lydia received her B.S. degree in management from the University of Massachusetts.
Paul Kasuba, M.D.
Senior Vice President and Chief Medical Officer
Paul joined Tufts Health Plan in 2010 as chief medical officer. He is responsible for for developing strategies for improving medical outcomes and reducing costs. Additionally, Paul helps Tufts Health Plan to develop new opportunities to partner with area hospitals and physicians. He also serves as the clinical spokesperson to members, legislators, regulators and the media.
Most recently, Paul was chief of the division of internal medicine at St. Elizabeth's Medical Center in Boston and assistant clinical professor of medicine at Tufts University School of Medicine. While at St. Elizabeth's, Paul served as vice president and medical director of the Caritas Physician Network's community practice division and president of St. Elizabeth's Health Professionals IPA.
Paul served as chair of the Medical Directors Committee for the Alliance of Community Health Plans working to help shape the committee's strategic priorities to promote high quality, affordable care and superior consumer experience for ACHP members. He currently serves as Committee Chairman for the BOD at Martin’s Point Health in Maine, and is on numerous other boards, including the Network for Excellence in Health Innovation. A member of the American Medical Association and the Massachusetts Medical Society, Paul currently maintains a limited private internal medicine practice.
Paul is a graduate of Tufts University School of Medicine and completed his medical training at St. Elizabeth's Medical Center in Boston. He received his B.A. from Duke University.
Senior Vice President, Chief Financial Officer
Umesh joined Tufts Health Plan in 2008 as chief financial officer. He is responsible for the financial management of the corporation including financial planning and reporting, M&A, tax, treasury, procurement, audit, reserves, and actuarial and underwriting. He also oversees corporate strategy and business development activities.
Prior to Tufts Health Plan, Umesh served as chief financial officer of Munich Re Health America, a leading provider of health care risk management solutions. Umesh has also served in senior leadership roles at CIGNA Corporation, including vice president of business development for the Asia/Pacific unit of CIGNA International, assistant vice president of provider and international strategy, and assistant vice president and controller of managed care operations. Umesh began his health care career at Kaiser Permanente in California and worked on both financing and delivery of health care.
Umesh currently serves on the boards of CareWell Urgent Care and the Carroll Center for the Blind. He previously served on a number of boards including Lovelace Health Systems, Health Dialog, Cairnstone, iiSi and Sterling Health Plans.
Umesh earned an M.B.A. from the University of Florida and a B.S. in civil engineering from the University of Delhi, India. He completed the certified public accountant exams in California.
Senior Vice President, Chief Public Affairs Officer
Kristin leads Tufts Health Plan’s public policy, government and public affairs function, as well as the company’s strategy and implementation of state and federal health reforms. She guides the company on the impact of political changes and public relations as it relates to the company’s strategic goals and business agenda. She also serves as a key advisor to Tufts Health Plan’s leadership team, ensuring the company has an active and effective voice in shaping public policy, and communicating with external audiences in support of the company’s efforts to deliver affordable coverage and access to high quality health care.
Kristin has more than 20 years of experience in health insurance and government affairs. She serves as both a trustee and Executive Committee member for the Massachusetts Tax Payer’s Foundation and is a member of the board of directors for both the Massachusetts Association of Health Plans and the Tufts Health Plan Foundation. She represents Tufts Health Plan both locally and nationally on several health care committees.
Kristin received an M.B.A. from Boston College and a B.A. in classics from the University of Vermont.
Mary O'Toole Mahoney
Senior Vice President, Chief Legal Officer
Mary is responsible for all legal issues involving the company including strategic initiatives, board governance, compliance and regulatory issues, contracting, corporate transactions, dispute resolution, litigation management, and fraud prevention and recovery. She also oversees the compliance department.
Mary provides legal guidance to the company's board of directors and management on corporate governance and transactions, and financial and tax matters.
Since joining Tufts Health Plan in 1995, Mary has served as counsel to numerous areas of the company including risk management, clinical services, sales, network contracting, technology and e-business. She was previous deputy general counsel, responsible for the day-to-day management of the Legal department and all its functions.
During law school, Mary served as a judicial extern to Justice John E. Benson of the California Court of Appeals, First District. She is a member of the American Health Lawyers Association, the Association of Corporate Counsel, and serves as board chair for HomeStart, a nonprofit organization whose mission is to prevent and ultimately end homelessness in the greater Boston area.
Mary received her J.D. from the University of San Francisco and her B.S. in nursing and philosophy from the University of Scranton, where she was a graduate of the Special Jesuit Liberal Arts Honors Program.
Mary is the co-executive sponsor for Prism, the company’s LGTBQ+ business resource group. The group exists to foster an equitable and inclusive working environment where LGBTQ+ employees, and their allies, feel a sense of community, opportunity and ability to be their authentic selves.
Senior Vice President, Finance and Chief Accounting Officer
Mark Porter joined Tufts Health Plan in 2019 and serves as the senior vice president, finance & chief accounting officer. In this role, he oversees financial planning and analysis, controllership, tax, corporate sourcing and reserving.
Mark has more than 25 years of experience in various finance functions, including accounting, planning and forecasting, expense management, investment and tax. Prior to joining Tufts Health Plan, he served as vice president and chief financial officer at ConnectiCare. In this role, he was responsible for all aspects of accounting and reporting, planning, controls, treasury and billing. Prior to ConnectiCare, he held several leadership roles at Cigna, after beginning his career as a senior tax accountant at Price Waterhouse.
Mark serves as the vice chair of the Board of Finance for the town of East Granby, CT and is an active volunteer with JDRF. He is a Certified Public Accountant and earned a B.S. in business administration with a concentration in accounting from Northeastern University. He also earned an M.B.A. from the Rensselaer Polytechnic Institute.
Senior Vice President, Health Care Services
Adam joined Tufts Health Plan in 2018 and leads the organization’s programs and initiatives related to population health management, clinical and pharmacy operations, provider contracting, provider performance management, and medical cost management across the company’s three divisions: Commercial Products, Senior Products and Public Plans.
Prior to joining Tufts Health Plan, Adam most recently served as president and CEO of ActiveHealth Management, a subsidiary of Aetna and a nationally recognized population health management company that collaborates with employers, health plans, governments, and providers to support health and wellness. Before his appointment at ActiveHealth, Adam served in various leadership roles at Aetna, including vice president of care management for its Consumer Business, and as managing director of Aetna’s Innovation Labs. He has also held positions at Proventys, Kaufman Hall, and Cap Gemini Ernst and Young.
Adam currently serves on the board of directors of 2Life Communities (formerly Jewish Community Housing for the Elderly). He is also the executive sponsor for PRISM, the company’s LGTBQ+ business resource group. The group exists to foster an equitable and inclusive working environment where LGBTQ+ employees, and their allies, feel a sense of community, opportunity and ability to be their authentic selves.
Adam earned his M.B.A. from the Kellogg School of Management at Northwestern University, and his B.A. from Washington University in St. Louis.
Executive Vice President, Commercial and Government Products
Marc has oversight of Tufts Health Plan’s three product lines – Commercial Products, Senior Products and Public Plans – in addition to responsibility for the Health Care Services function and business diversity. He works closely with the division presidents and Health Care Services leadership to identify opportunities within and across the business lines to maximize business results and continue Tufts Health Plan’s delivery of nationally recognized insurance offerings.
Marc joined Tufts Health Plan in 2004, and has served as president of the Commercial Products division, which has been consistently ranked among the top quality commercial plans in the country by the National Committee for Quality Assurance (NCQA). Prior that he served as senior vice president of health care services, vice president of provider contracting and vice president of strategy and product development. Prior to joining Tufts Health Plan, Marc worked for Deloitte Consulting, where he focused on the health insurance market.
Marc serves on the Greater Boston Chamber of Commerce board of directors. He earned an M.B.A from Harvard Business School and a B.A. from Duke University.
Senior Vice President and Chief Operations Officer
Tricia oversees Operations, Information Technology, Business Consulting and the Program Management Office. She is responsible for Tufts Health Plan’s operations departments including claims, enrollment, billing and member and provider services for all lines of business. She also is responsible for developing the information technology strategy and managing technology products and services. Additionally, she oversees the management of corporate projects, quality assurance programs and consulting services to the organization.
Tricia joined Tufts Health Plan in 1994 and has held many roles within Information Systems and Operations. Most recently, she was senior vice president for operations and chief information officer. Prior to joining Tufts Health Plan, she spent three years as director of client services at InterPractice Systems, a start-up company involved in the development of an electronic medical record system, and 13 years in the health care division at Electronic Data Systems, where she provided consulting services and information technology management to a number of health care organizations.
Tricia is a member of the board of ambassadors of The Home for Little Wanderers, a Boston-based nonprofit child and family service agency.
Tricia received a B.A. from Wellesley College.
President, Public Plans
Jean oversees the strategic direction and business operations for Tufts Health Public Plans, Tufts Health Plan's managed Medicaid and state-sponsored plans division, which operates in Massachusetts and Rhode Island.
With nearly 20 years in health care, including provider, insurer and Exchange marketplace experience, Jean’s background gives her deep knowledge of the health insurance industry and its complexities. Prior to joining Tufts Health Plan, Jean served as the executive director of the Children’s Hospital Integrated Care Organization, a group representing Boston Children’s Hospital and its affiliated physicians. She is also a past executive director of the Commonwealth Health Insurance Connector Authority, after initially serving as its chief financial officer. Jean began her work in health insurance at Tufts Health Plan in 2004, as a member of the contracting, strategy and analytics team.
Jean is the executive sponsor of Tufts Health Plan’s women’s business resource group, Women Together. The group strives to cultivate an inclusive environment that supports and empowers women to advance in their personal and professional lives, create connections and engage in the diverse communities.
Jean is a current board member of Massachusetts Health Quality Partners and Quincy Asian Resources, a community-based nonprofit organization. She has also served on the boards of the Health Policy Commission and Group Insurance Commission. She earned a B.S. in biochemistry from Peking University in Beijing, China and an M.B.A. from Harvard Business School.
