Although the benefits are not available until 2021, Massachusetts began collecting a payroll tax on October 1, 2019 to build a fund for the program. Employers need to deduct payroll contributions from a covered individual’s wages or other earnings to fund PFML benefits.
All Employers: Any business in Massachusetts with one or more employees is subject to the PFML law. So is any business whose workforce consists of more than 50-percent independent contractors as defined here. Self-employed Individuals are also allowed to elect into this program.
